El J-Rock se mantuvo en un perfil bastante bajo, en especial debido al boom de la música dance y electrónica que emergieron en esta década, y algunos artistas que lograron destacar de este estilo en la época son Gackt y Malice Mizer. El J-Rock volvería a retomar fuerzas más tarde a finales de los 90s y principios del nuevo milenio cuando bandas de Rock/Pop como Bz, Mr. Children y Bump of Chicken vuelven a atraer al público principalmente de la nueva generación, que ya comenzaba a aburrise del Pop sintético.
Tomoko Kawase (川瀬 智子) (6 de febrero, 1975) es una cantante japonesa originaria de la Prefectura de Kioto. También es conocida como Tommy, y sus alteregos musicales Tommy february6 y Tommy heavenly6. Tras contraer matrimonio con el ex-integrante de su banda the brilliant green, el bajista Shunsuke Okuda, el nombre de la joven legalmente cambió a Tomoko Okuda (奥田 智子), sin embargo dentro de la industria sigue siendo conocida por su nombre de soltera.
Tomoko era originalmente la vocalista y escritora de las canciones de la banda de J-Rock conocida como the brilliant green, la cual debutó en el año 1997, y se hizo con el tiempo bastante exitosa. Tomoko escribe sus canciones tanto en inglés y japonés ella misma, a pesar de no dominar el idioma occidental de forma óptima.
